It shows that the newly developed Track Two diplomacy is an effective tool for reconciling even intractable foes through fostering dialogue, contact, and cooperation.

David Phillips is a senior fellow and deputy director of the Center for Preventative Action at the Council on Foreign Relations. He is also a visiting scholar at Harvard University's Center for Middle East Studies and Director of American University's Program on Conflict Prevention and Peacebuilding. Among his previous positions he directed the Track Two Program on Turkey and the Caucasus and chaired the Turkish-Armenian Reconciliation Commission.
